Relating to declaring the floods of DeWitt County, Texas, to be a public calamity; authorizing a donation and grant to DeWitt County Flood Control District of one-half of the State ad valorem taxes collected in DeWitt County for flood control improvement and maintenance purposes; providing that if any provision of this Act shall be held invalid, the other provisions shall not be affected.
