Relating to appropriating funds to the State Department of Agriculture for the purpose of carrying out the provisions of certain existing laws and that such appropriations be made out of existing and accruing funds deposited and to be deposited in the State Treasury to the credit of certain special funds, such funds to be appropriated for the remainder of the fiscal year ending August 31, 1947.
