Relating to authorizing the County Judge to employ a stenographer or clerk in any county having a population of not less than ten thousand, two hundred fifty (10,250) inhabitants, and not more than ten thousand, three hundred fifty (10,350) inhabitants according to the last preceding Federal Census, and having an assessed valuation in excess of Thirteen Million, One Hundred Thousand Dollars ($13,100,000.00) according to the last approved tax roll.
