Relating to granting cities of more than 175,000 population the right to regulate, limit, and prohibit the drilling and operation of water wells within the limits of such city and five miles adjacent thereto, excepting incorporated towns, Fresh Water Supply Districts, Water Control and Improvement Districts, or any Districts created by law; providing for the enforcement therefor.
