Relating to authorizing the State Board of Control under the laws of the State of Texas to exercise the right of eminent domain and condemnation in the securing of lands necessary to the operation of State Eleemosynary Institutions, State Hospitals and other institutions under the control and jurisdiction of said Board, and defining the duties and powers of the State Board of Control and the Attorney General's Department in regard thereto.
