Relating to amending certain Acts to provide that if the husband is deceased, divorced, or permanently or temporarily outside the limits of the United States or if his whereabouts are unknown, the mother shall have the right to file with the local registrar the certificate of marriage to which may be attached a birth certificate for each child giving certain information.
