Relating to providing for the payment out of State Funds of Old Age Assistance Pensions to certain citizens of the State of Texas who have attained the age of sixty-five (65) years to the extent of a maximum sum of Fifteen ($15.00) dollars monthly; to create a State Old Age Assistance Tax Fund by levying a tax on all citizens of the State of Texas between the ages of Twenty-one (21) and Sixty (60) years; to impose a penalty for delinquent payments of such tax.
