Relating to validating and approving all proceedings had by cities and towns in the State of Texas having a population of not more than three thousand (3,000) according to the preceding Federal Census, in the issuance and sale of revenue obligations, to aid in financing any undertaking for which a loan or grant has been made by the United States through the Works Progress Administration, or any other governmental agency, in which the only objection to the validity of said bonds is that such election was ordered and notice thereof, declaring that such bonds, notes or warrants shall be valid and binding special obligations of such cities or towns, and validating the pledge of revenues to the payment of said obligations.
