Relating to amending a certain Article of the 1925 Revised Civil Statutes; authorizing County Commissioners Courts situated within any County having not less than three hundred and fifty thousand (350,000) population, according to the last preceding Federal Census, to construct, build, acquire, own, operate and maintain a toll underpass or tunnel in the State of Texas.
