Relating to providing for the transfer of certain lands to the State of Texas and to the State Parks Board for park purposes; authorizing said Texas State Park Board to contract to exchange said lands for other lands for park purposes, such contracts to become effective when approved by a Board consisting of the Governor, Attorney General, and Commissioner of the General Land Office.
