Relating to providing for the pledging of local school funds from district taxes and other local sources to be used to pay the interest and sinking fund on a loan or loans from the Federal Government for certain purposes; providing that said Act shall be effective in all independent school districts containing not less than four hundred and fifty-five (455) and not more than five hundred and sixty-five (565) scholastics.
