Relating to ratifying and validating Edcouch-Elsa Independent School District; ratifying and validating the proceedings of the Board of County School Trustees of Hidalgo County in annexing territory thereto; ratifying and validating the proceeding of the Board of County School Trustees of Hidalgo County in detaching territory therefrom, ratifying and validating the petitions of voters residing in the territory annexed and detached.
