Relating to authorizing certain Charitable and Eleemosynary Institutions incorporated under the laws of the State of Texas to exercise the right of Eminent Domain and Condemnation within the confines of any incorporated city in this State having more than 43,000 inhabitants according to the United States Census of 1920, which city is in a county having a population of less than 100,000 inhabitants according to said Census.
