Relating to regulating the platting and subdivision of land and the sales of small lots of land in cities and towns and within three miles thereof; providing a penalty for the ale of land without such approval; prohibiting the recording by the county clerk of deeds and plats without the approval by city or town, and prescribing penalties therefor.
