Relating to aiding the City of Rockport in constructing seawalls, breakwaters, revetments and shore protections by donating to the said city the ad valorem taxes to be collected by the State of Texas on all property and from all persons owning property situated in Aransas County, Texas, for a period of twenty years, and to authorize said city to issue bonds for the purposes mentioned, and to provide a penalty for the misapplication of funds raised therefrom.
