Relating to effectuating certain purposes of Section 59 of Article 16 of the Constitution; authorizing a state policy of conservation of natural resources; providing for the creation of a conservation commission, merging the State Board of Water Engineers in such commission, and making all laws now administered and making all laws now being administered by the Department of the Board of Water Engineers cumulative of this act, and to be administered by the conservation commission.
