Relating to repealing certain statutes providing for the establishment, maintenance and government of a State Normal College, in Alpine in Brewster county, Texas, to be known as the "Sol Ross Normal College"; providing that all acts performed, contracts or agreement that may have been entered into under the provisions of said statute, by the State of Texas or by any of its officers, agents or employees are each and all hereby annulled and all appropriations cancelled.
