Relating to making an emergency appropriation for the cost of construction of a fire-proof dormitory; to supplement the present available appropriation for the erection of a power plant, and to provide for the maintenance, support and direction of the summer school at the Agricultural & Mechanical College of Texas for the fiscal year ending August 31, 1917.
