Relating to amending a certain Statute preventing changes in locations of general offices, machine shops or roundhouses, for the operation of railroads in Texas, without the consent of the Railroad Commission of Texas, and to prohibit such consent to any removal in conflict with the restrictions of Article 6423, and to provide that such consent shall be unnecessary to returns to previous locations under judgments in pending suits.
