Relating to establishing a prison system for the State of Texas; providing for the management and control of such prison system; providing for the control and treatment of all prisoners; providing that prisoners and ex-prisoners be permitted to testify in certain cases; abolishing the leasing and hiring of State prisoners; provide for a board of prison commissioners; providing for the purchase or sale of real estate by the commission; to vest title of all real estate owned by the prison system.
