Relating to creating the department of seed selection and improvement as a part of the Penitentiary System of the state; providing for the appointment by the prison commissioners
providing for planting, cultivating and improvement of cotton; providing for seed selection and the sale of selected improved cotton seed for the benefit of the cotton growers.
