Relating to permitting L.A. Eastham to institute and prosecute a suit in the District Court of Walker County against the State of Texas and against the Prison Commission for damages for any breaches or failures arising out of the contract made on or about the 12th day of January, 1910 with the Texas State Penitentiaries for the cultivation of the farm of said Eastham with convict labor.
