Relating to requiring any person or persons, firm or corporation entering into a formal act of contract with this State or its counties or subdivisions thereof or any municipality therein for the construction of any public building or public work, to execute bonds with sureties, with obligation that contractors shall pay laborers and those furnishing materials for such buildings and public works.
