Relating to the definition, powers, duties of certain pipeline carriers for the transportation of coal and to the regulation of these pipeline carriers as common carriers; providing the respective authority, powers, and duiteis of the Railroad Commission of Texas, the Texas Water Rights Commission, and the Texas Water Quality Board with reference to such regulation.
