Relating to interest on loans made by banks and savings and loan associations at a rate at least as great as the maximum lawful interest rate for credit unions; providing for application of this Act to loans which are refinanced by agreement of the parties after the effective date; providing that the provision of this Act are cumulative of other laws now in effect which prescribe maximum rates of interest on any type of loans; and declaring an emergency.
