To provide that no Tax Unit, or its officers or employees, shall be required to give bonds in cases involving levy, assessment or collection of taxes or in connection with attachments, garnishments, sequestrations, executions or other writs, process or official acts involving collection of taxes, defining Tax Unit, providing that the Act is cumulative of and in addition to other remedies, declaring an emergency.
