Remarks: Enabling legislation for HJR 36. This Act takes effect September 1, 1999, except that the change in law made by the addition of Subchapter C, Chapter 4, Family Code takes effect January 1, 2000, but only if the constitutional amendment proposed by HJR 36 is approved by the voters.
