Relating to amending certain statute relating to conservation and reclamation districts by providing in substance that districts created under the provisions of said statute are empowered to own and construct reservoirs, dams, wells, canals, etc., and to acquire the necessary right-of-way for same, by purchase, gift, grant of condemnation.
