Proposing an amendment to Section 16, of Article 16 of the Constitution of the State of Texas, providing for the creation of the Texas Homestead Bank, with power to loan money to actual purchasers of homesteads, on such terms as the Legislature may prescribe, to borrow money on its securities, to sell it debenture, and to invest its capital as its Board of Directors may determine.
