Relating to conferring upon the Court of Criminal Appeals and the clerk of said court in original cases filed in said court all of the powers conferred by the laws of this State upon the district courts and the clerks thereof in the issuance of subpoenas for the attendance of witnesses and all other process; making an appropriation to pay witness fees and costs.
