Relating to amending certain articles providing for the application to operate a motor vehicle as a chauffeur; prescribing the amount and time of payment of an annual fee; requiring the application to be sworn to and accompanied by the affidavits of two reputable citizens; authorizing the issuance of a badge; requiring the keeping of a record and the furnishing of the names of the licensed chauffeur to the county clerk and chiefs of police of the cities of the State.
