Relating to amending certain laws authorizing the city council or other governing bodies of all incorporated cities and towns in the State of Texas, to regulate by ordinance the rates and compensation to be charged by all water, gas, light and sewer companies engaged in furnishing water, gas, light or sewer service to the pubic; prescribing rules and regulations under which such commodities shall be furnished and service rendered; fixing penalties.
