Relating to making it unlawful to construct, with a view to rent, or to offer to rent, or to have rented, any house or apartment house that is to be used as a dwelling that does not conform to the sanitary standards prescribed for said dwelling house or apartment and for the water supply and toilets in or used with said house or apartment house; making the violation of the Act a misdemeanor and fixing a punishment therefor.
