Relating to prohibiting any person, firm, corporation or association engaged in the production, manufacture, distribution or sale of any commodity of general use, or rendering any service to the public to discriminate between different persons, firms, association or corporations, or different sections, communities or cities, with the intent to establish or maintain a monopoly, hindering competition or restricting trade, and prescribing a penalty.
