Relating to authorizing and empowering any city to issues its negotiable bonds, payable from revenues other than taxation for the purchase, construction, repair, improvement, extension or enlargement of its water system, sanitary sewer system, natural gas system, or electric light and power system, the purchase of additional water powers, lands for reservoirs, sewage disposal plants and other water or sewer purposes.
