Relating to making an appropriation the sum of Eight Hundred Eighty Thousand, Three Hundred Thirty-two ($880,332.00) Dollars per year, or so much thereof as may be necessary for the next biennium beginning September 1, 1939 and ending August 31, 1941, from the General Revenue Fund for the purpose of promoting public school interests and vocational education.
