Relating to repealing certain acts of the General and Special Laws relative to providing for the creation of a Legislative Audit Committee and fixing its duties; providing for the appointment of a State Auditor and fixing his duties; providing for the creation of a uniform budget system and fixing its procedures; designating the Governor as the chief budget officer and prescribing his duties; providing for the appointment of a Director of the Budget and fixing his duties.
