Relating to bond of Chairman of Navigation and Canal Commissioners and relating to bond of County Treasurer and relating to contractor's bond to Navigation and Canal Commissioners and relating to payment to contractors during progress of work, and providing that unconstitutionality of any part of this Act does not invalidate remainder; prescribing that all laws or parts of laws in conflict herewith are repealed.
