Relating to authorizing the Board of Insurance Commissioners to determine, fix, prescribe and promulgate just, reasonable and adequate rates of premiums to be charged and collected by any insurer writing any form of suretyship, including fidelity, blanket, and surety bonds in this State; providing for hearings on grievances, and providing a penalty for violations of the provisions thereof; providing a saving clause.
