Relating to amending certain Acts granting to incorporated cities and towns having a population of forty thousand or more, according to the 1940 United States Census, the banks, beds, channels and abandoned banks, beds and channels of rivers, streams and other channels within present or future corporate limits or along a boundary thereof.
