Relating to authorizing and compelling the Commissioners' Court of the various counties of the State of Texas, to, upon application of the owner, or owners, of lands that have been subdivided into town lots and blocks and small subdivisions, to cancel and annul such lots, blocks and subdivisions, provided such action does not interfere with established rights.
