Relating to authorizing the Governor, Attorney General and Commissioner of the General Land Office, to lease the water rights in the Guadalupe River in DeWitt County, upon such terms and for such consideration as they may prescribe and providing priority of interest in leasing and also providing means of adjusting damages for the destruction of dams or property now owned by certain persons, and providing for the number of dams to be erected by any person, firm or corporation; the manner of measuring water and further providing for the manner of distributing power and regulating the sale of same, and also regulating the terms under which a sale of leasehold may be made and fixing the rights of purchasers of said leaseholds.
