Relating to authorizing, enabling and permitting the territory within the bounds of the city of Sulphur Springs, in the county of Hopkins and in the State of Texas, and other land and territory adjacent thereto, to incorporate as an independent school district for free school purposes only, to be known as Sulphur Springs Independent School District, with all the powers and rights and duties of independent school districts formed by incorporations of towns and villages for free school purposes only.
