Relating to amending Section 1, of an Act of the Twenty-fifth Legislature of the State of Texas, approved April 5, 1897, to enable the Railroad Commission of Texas to make emergency freight rates to prevent the evil effects of interstate rate wars upon the business and interests of the people and railroads of this State.
