Relating to defining franchises; making public the value of railroads; declaring the effect of judicial and other sales of railroads; limiting the amount of stocks and bonds and other indebtedness that may be issued by railroad companies; regulating the manner of issuing, registering, and securing the same; prescribing penalties for violating the provisions of this act, and prescribing the duties of the Railroad Commission and the Attorney-General in relation thereto.
