Relating to authorizing and empowering the State Board of education to allocate funds to be used in the purchase, distribution and supervision of the use of instructional aids and materials; repealing all laws or parts of laws in conflict with the provisions of this Act; providing that any partial invalidity of this Act shall not the other parts hereof.
