Relating to granting to the Guadalupe-Blanco River Authority one-half of the state ad valorem taxes collected in Hays, Comal, Guadalupe, Caldwell, Gonzales, DeWitt, Victoria, Refugio and Calhoun counties for flood control improvement and maintenance purposes; repealing all laws in conflict.
