Relating to transferring all funds appropriated to the State Auditor for the fiscal year ending August 31, 1951, and for the unexpended balance appropriated for the fiscal year ending August 31, 1950, out of the Foundation School Fund, by House Bill No. 322, Acts of the 51st Legislature, Regular Session, 1949, for the purpose of paying salaries and other expenses necessary to carry out the provisions of Senate Bill No. 116, Acts of the 51st Legislature, Regular Session, 1949, from the State Auditor to the State Department of Education; fixing the day such transfer shall be made.
