Proposing an Amendment to Article III of the Constitution of the State of Texas which shall provide that the Legislature shall have the power to provide, under such limitations and restrictions and regulations as may be deemed by the Legislature expedient, for assistance to physically or mentally handicapped individuals who are totally and permanently disabled, who are in need, who are not eligible for Old Age Assistance, Aid to the needy Blind, or Aid to Dependent Children, and who are residents of the State of Texas; providing for the necessary proclamation, publication and election; and providing for the appropriation necessary to defray the expenses thereof.
