Relating to making appropriation for an increase in, and supplementing, the amount of moneys set out and appropriated for the Educational Institutions of Higher Learning of the State of Texas for traveling expenses provided for in House Bill No. 246, Acts of the Regular Session of the 50th Legislature, beginning with the effective date of this Act and ending on August 31, 1949.
